A NEW PUBLIC ALERT SYSTEM WITHIN THIS BROADCAST!

We will review the January 2003 decision by the U.S. Department of Homeland Security to begin administering a system to publicly announce threat conditions on a scale of color-coded threat levels to reflect the probability of a terrorist attack and its potential gravity.

Black Hawk invites you to join in a seven-day threat assessment using Department color code, albeit wit limitations described below.

• Severe (red): severe risk
• High (orange): high risk
• Elevated (yellow) significant risk
• Guarded (blue): general risk
• Low (green): low risk

These codes have been widely criticized

• Government actions triggered by different threat levels, are not revealed to the public.
• There are no published criteria for threat levels.
• There is no independent way to tell if current threat level is accurate.
• The color sequence is wrong, green is between yellow and blue in the spectrum of visible light.

Scarlet fever cited in death

DEMOTTE, Ind. - Scarlet fever caused an 8-year-old boy's death in what authorities believe is the first fatality from the disease in Lake County in two decades.

Dakota Zacharias, a first-grader at DeMotte Elementary, left school Tuesday after falling ill and died Wednesday afternoon at St. Anthony Medical Center in Crown Point, according to the Lake County coroner.
